The PDL is the union that represents the professional employees of the Bonneville Power Administration. "Professional" employees occupy positions for which there is a positive educational requirement as outlined in BPA Personnel Letter number 296-6. If you are in one of these positions, and have not been "excluded" from union representation by management due to the supervisory, policy development, or sensitive nature of your position, then you are one of our bargaining unit members. There are two other unions at BPA representing the hourly employees (Columbia Power Trades Council) and other annual employees (American Federation of Government Employees).
